if gmail is over capacity – then something is very wrong

In one of my email boxes I received the following email:
Dear Gmail User,
Due to the congestion in our Gmail servers,there would be removal of all unused Gmail Accounts.You will have to confirm if your E-mail is still active by filling out your login info below after clicking the reply button, or your account will be suspended within 24 hours for security reasons.
Customer ID: Password:
Note: This email is only for Account owner. Thank you for using Gmail !

This seems extremely dodgy, and I assume that it is junk email. Surely gmail should be able to recognize such emails when they are set up? The address given by the sender is service.member.reply@gmail.com
Gmail’s own instructions are very clear.
Messages asking for personal information (phishing)
Sign in to Gmail.
Open the message you’d like to report.
Click the down arrow next to ‘Reply’, at the top-right of the message pane.
Select ‘Report Phishing’.
If you do not have a Gmail account, but would like to report a Gmail user who is sending phishing messages, fill out this form.
